The Future of Healthcare Compliance Will Be Defined by Governance, Not Generative AI

Why the Next Era of Healthcare Compliance Requires Better Operating Models, Stronger Governance, and Human Accountability


For more than four decades, I have advised healthcare organizations through virtually every major transformation our industry has experienced. From mandatory compliance programs and HIPAA to electronic health records, payment integrity, value-based care, and increasingly complex federal and state regulations, one lesson has remained remarkably consistent: technology does not transform organizations. Well-designed operating models do.


Artificial intelligence is no exception.


Over the past year, I have spent considerable time evaluating AI technologies, testing potential use cases, and working with healthcare leaders to understand where AI can create meaningful value—and where it may introduce unacceptable risk.


One conclusion has become increasingly clear: the conversation should no longer focus solely on adopting AI. It should focus on engineering AI-enabled organizations.


The Next Evolution of Healthcare Compliance

Many organizations begin their AI journey by asking, “Which AI platform should we buy?”

I believe that is the wrong question.


A better question is, “Which business workflows should we redesign, and how should AI be governed within those workflows?”


That distinction changes everything.


AI is not simply a technology strategy. It is an operating model strategy. The organizations that succeed will not necessarily be those with the most sophisticated AI capabilities. They will be the organizations with the most disciplined governance, clearly defined workflows, and strongest accountability structures.


Engineering Workflows Instead of Automating Tasks

One concept that closely aligns with my own work is the idea that AI transformation should begin with workflow engineering rather than workflow automation.


Instead of simply accelerating existing processes, organizations should examine how those processes are designed. They must determine whether the right data is accessible, whether decision logic is clearly defined, whether success can be measured, and whether governance is built into every stage of the workflow.


This reflects exactly what I have observed throughout my career.


When an inefficient process is automated, it simply becomes an inefficient automated process. Technology may make that process move faster, but it does not necessarily make it better, safer, or more reliable.


Real transformation requires organizations to rethink how work should be performed, where human judgment creates the greatest value, and where technology can responsibly support better outcomes.


Where Human Expertise Creates Value

As AI capabilities continue to mature, I believe the role of the compliance professional will become even more strategic.


Our value will no longer be measured primarily by how much information we can manually review or process. Instead, it will be measured by our ability to establish governance standards, define decision frameworks, determine escalation criteria, set appropriate risk tolerances, establish human oversight requirements, and implement meaningful quality controls.


These are not technical functions.

They are leadership functions.


They are also responsibilities that cannot simply be delegated to AI. Artificial intelligence may help compliance professionals analyze information, identify patterns, monitor regulatory developments, and improve operational efficiency. However, people must continue to define the boundaries within which those systems operate.


Human professionals must determine what evidence is sufficient, what risks are acceptable, which decisions require escalation, and who remains accountable for the final outcome.


Why I’m Investing in Advanced AI Leadership

After 40 years in healthcare compliance, I do not believe expertise is something a professional achieves once.


It is something we must continuously strengthen.


That is why I chose to participate in the Harvard Data Science Review AI Leadership Program. I did not enroll simply to understand what AI is. I enrolled because my clients deserve guidance that reflects where healthcare is going—not where it has been.


The program is helping me refine and validate many of the governance-first principles I have long believed are essential to responsible healthcare transformation. It is also expanding my ability to help organizations redesign workflows, implement AI responsibly, and build sustainable operating models for the future.


For me, this work is not simply about gaining technical knowledge. It is about becoming a stronger advisor to the healthcare organizations that rely on ProCode to help them navigate regulatory complexity, operational risk, and industry change.
